John Doyle has worked on water resources development, transportation, environmental, maritime, technology, public works, and appropriations issues for more than 30 years in Washington, D.C., including senior executive assignments in the Department of the Army and senior staff positions in the U.S. House of Representatives. He has served as the Chief of Staff, Committee on Public Works and Transportation (now the House Transporation and Infastructure Committee) and as the Assistant Secretary (Acting) and Principal Deputy Assistant Secretary of the Army (Civil Works), and was Minority Counsel for Water of the Committee on Public Works and Transportation and, prior to that, of its Subcommittee on Water Resources. John’s strengths include tremendous experience with Army Corps of Engineers issues and the relevant Congressional committees—a detailed knowledge of how things get done on the level of both strategy and everyday agency relations, particularly with regard to infrastructure issues. Mr. Doyle is a Captain (retired) in the U.S Naval Reserve and serves as vice president of a national coalition of carriers and shippers formed to support modernization, operation, and maintenance of the inland waterways system.
